Earlierthisweek,IhadcoffeewithRockeyVaccarellaintheWhiteHouse.RockeyisfromSaintBernardParishinLouisiana,andheandhisfamilylosteverythingtheyownedtoHurricaneKatrina.RockeydrovetoWashingtontothankthefederalgovernmentforitseffortstohelppeoplelikehim.AndhebroughtatraileralongtohelpremindusthatmanygoodpeoplealongourGulfCoastarestilllivingindifficultconditions,andthatthehardworkofrebuildinghasonlyjustbegun.

ThisTuesdaymarksthefirstanniversaryofKatrina--oneofthedeadliestandmostcostlynaturaldisastersinAmericanhistory.InMississippi,thestormwipedoutvirtuallyeverythingalongan80-milestretchofthecoast,flatteninghomesanddestroyingentirecommunities.InLouisiana,floodingleft80percentofthecityofNewOrleansunderwater.Thehumancostswereevenmoreterrible.Morethanathousandpeopledied,countlessfamilieslosttheirhomesandlivelihoods,andtensofthousandsofmen,women,andchildrenwereforcedtofleetheregionandleavebehindeverythingtheyknew.

Duringthestormandinthedaysthatfollowed,Americansrespondedwithheroismandcompassion.CoastGuardandotherpersonnelrescuedpeoplestrandedinfloodedneighborhoodsandbroughtthemt公務(wù)員之家版權(quán)所有ohighground.Doctorsandnursesstayedbehindtocarefortheirpatients,andsomeevenwentwithoutfoodsotheirpatientscouldeat.Manyofthefirst-respondersriskingtheirlivestohelpotherswerevictimsthemselves--woundedhealers,withasenseofdutygreaterthantheirownsuffering.Andacrossourgreatland,thearmiesofcompassionralliedtobringfoodandwaterandhopetofellowcitizenswhohadlosteverything.Intheseandcountlessotherselflessacts,wesawthespiritofAmericaatitsbest.

Unfortunately,Katrinaalsorevealedthatfederal,state,andlocalgovernmentswereunpreparedtorespondtosuchanextraordinarydisaster.Andthefloodwatersexposedadeep-seatedpovertythathascutpeopleofffromtheopportunitiesofourcountry.SolastyearImadeasimplepledge:ThefederalgovernmentwouldlearnthelessonsofKatrina,wewoulddowhatittakes,andwewouldstayaslongasittakes,tohelpourbrothersandsistersbuildanewGulfCoastwhereeverycitizenfeelspartofthegreatpromiseofAmerica.

ThatwasthesamepledgeIrepeatedtoRockeyduringhisvisittotheWhiteHouse.Thispledgemeantstrongerleveesandrebuilthomesandnewinfrastructure.Italsomeanssafestreetsandneighborhoodsfilledwithlocallyownedbusinesses,andmoreopportunitiesforeveryone.

Nextweek,LauraandIwillreturntoMississippiandNewOrleanstomeetwithlocalcitizensandofficials,andreviewtheprogresswehavemade.Thefederalgovernmenthasconductedathoroughreviewofitsresponsetonaturaldisasters,andwe''''remakingreformsthatwillimproveourresponsetofutureemergencies.WithhelpfromCongress,wehavecommitted$110billiontotherecoveryeffort,andweareplayingavitalroleinhelpingpeoplecleardebris,repairandrebuildtheirhomes,reopentheirbusinessesandschools,andputtheirlivesbacktogether.

Thefederalgovernmentwillcontinuetodoitspart--yetare-bornGulfCoastmustreflecttheneeds,thevision,andtheaspirationsofthepeopleofMississippiandLouisiana.Andtheirstateandlocalofficialshavearesponsibilitytohelpsetprioritiesandmaketoughdecisions,sopeoplecanplantheirfutureswithconfidence.

Oneyearafterthestorms,theGulfCoastcontinuesdownthelongroadtorecovery.InMississippiandLouisiana,wecanseemanyencouragingsignsofrecoveryandrenewal,andmanyremindersthathardworkstillliesahead.Thisworkwillrequirethesustainedcommitmentofourgovernment,thegenerosityandcompassionoftheAmericanpeople,andthetalentandvisionofpeopledetermin公務(wù)員之家版權(quán)所有edtorestoretheirhomes,neighborhoods,andcities.Wewillstayuntilthejobisdone,andbyworkingtogether,wewillhelpourfellowcitizensalongtheGulfCoastwriteanewfutureofhope,justice,andopportunityforall.
