WeinChinahaveidentifiedthegoalforthefirst20yearsofthiscentury.Thatistofirmlyseizetheimportantwindowofstrategicopportunitiestobuildamoderatelyprosperoussocietyofahigherstandardinanall-roundwayforthebenefitsofouroveronebillionpeople.By2020,wewillquadrupleChina''''sGDPof2000toapproximately4trillionUSdollarswithapercapitalevelofsome3,000USdollars,andfurtherdeveloptheeconomy,improvedemocracy,advancescienceandeducation,enrichculture,fostergreatersocialharmonyandupgradethetextureoflifeforthepeople.WearedeeplyawarethatChina,foraconsiderablylongperiodoftimetocome,willremainadevelopingcountry.Thepopulationfigureof1.3billionalonewillmakethefulfillmentoftheabovegoalaformidablechallenge,andwemustbepreparedforalonganduphilljourneyahead.Torealizethisgoal,wemustupholdthescientificapproachinachievingeconomicandsocialdevelopmentofthecountry.Wemustputthepeoplefirst,makingthefundamentalinterestsofthebroadestmassesofpeopleourpointofdepartureandendeavoringtosatisfytheirgrowingmaterialandculturalneedstopursuethecomprehensivedevelopmentofman.Wemustfocusoneconomicdevelopmentasourcentraltask,makingdevelopmentourtoppriorityandfacilitatingandall-roundprogressineconomic,politicalandculturalaspectsandinthebuildingofaharmonioussociety.Wemuststicktothedirectionofreformforasocialistmarketeconomy,stepupinstitutionalinnovation,deepenreformsaimedatgalvanizingcreativevitalityofsocietyandincreasetheinherentdynamicsforeconomicandsocialdevelopment.Wemustadheretoourbasicpolicyofopeningtotheoutsideworld,buildingamoreopenmarketplaceandallowingthecountrytoparticipatemorebroadlyininternationaleconomicandtechnologicalcooperationandcompetitionwithstillwiderandhigherdimensions.Wemustfollowanewcourseofindustrialization,endeavortooverhaultheeconomicstructure,quicklytransformthewaysofeconomicgrowthbyimprovingitsqualityandefficiency,vigorouslydevelopthecirculareconomyandbuildaresource-effectiveandenvironment-friendlysociety,thusblazingatrailofdevelopmentcharacterizedbyhigherproductivity,comfortablelifeforthepeopleandasustainableeco-system.Webelieve,aslongaswefirmlyfollowthepathofdevelopmentthatisconsistentwithChina''''snationalconditions,wewillbeabletorealizeourgoalandplayagreaterandmoreconstructiveroleinthepromotionofworldpeaceandcommondevelopment.

LadiesandGentlemen,

ChinaandtherestofAsiaandtheworldatlargearecloselyrelatedwhenitcomestodevelopment.AdevelopingChinawill,asalways,generatecooperationopportunitieswithwin-winresultsforothercountriesinAsiaandtheworldover.Bytheendof2004,Chinahadattractedatotalof562.1billionUSdollarsinFDI,approvedtheestablishmentinChinaofmorethan500,000foreign-fundedenterprisesandcreatedahugeimportmarketofsome560billionUSdollarsannually.Atpresent,mostcountriesandregionshavehadenterpriseswithinvestmentinChina,andover400firmsoutoftheFORTUNE500haveinvestedinChina.ThenumberofR&DcenterssetupbyforeigninvestorsinChinahasexceeded700.AsChinabecomesmoredeveloped,itscooperationwiththeothercountriesandtheircorporationsofvarioustypesisboundtoincreaseinscale.Chinawillkeepopeningupitsmarket,findnewwaysofusingforeigncapital,improveonlegislationsandregulationsforencouragingandprotectingforeigninvestors,revampforeigneconomicmanagement,stepupprotectionofintellectualpropertyrights,andworkstillhardertohelpforeigninvestorsandcreateanevenbetterenvironmentfortradeandeconomiccooperationbetweenChinaandtherestoftheworld.

在2005年北京《財富》全球論壇開幕式上的演講

尊敬的帕森斯先生，

尊敬的各位嘉賓，

女士們，先生們：

晚上好！在這個美好的夜晚，我很高興同大家在這里相聚，參加2005年北京《財富》全球論壇的開幕式。

首先，我謹代表中國政府，并以我個人的名義，對各位朋友的到來表示誠摯的歡迎！向論壇主辦方美國時代華納集團表示衷心的祝賀！

這次論壇確定以“中國和新的亞洲世紀”為主題，充分表達了大家對中國和亞洲發(fā)展前景的關(guān)注，表達了大家對中國及亞洲公務員之家版權(quán)所有的發(fā)展對全球經(jīng)濟增長所發(fā)揮的作用的關(guān)注。這也充分說明，在經(jīng)濟全球化趨勢深入發(fā)展的條件下，中國及亞洲的發(fā)展正在成為世界經(jīng)濟發(fā)展新的推動力量，世界經(jīng)濟發(fā)展也將給中國及亞洲的發(fā)展帶來新的重要機遇。世界各國經(jīng)濟互利合作、相互依存的加深，必將給全球經(jīng)濟增長創(chuàng)造更加美好的前景。

女士們、先生們！

中國是一個有著五千多年悠久歷史的文明古國。長期以來，中國人民以自己的勤勞智慧創(chuàng)造了燦爛的中華文明，為人類文明進步作出了重大貢獻。北京就是一座有3000多年悠久歷史的文明古城，800多年前北京開始建都。離今晚會場人民大會堂不遠的地方，就是舉世聞名的故宮。故宮始建于600年前，是世界上現(xiàn)存最大最完整的古代宮殿建筑群。從歷史悠久的北京和建筑精美的故宮這些縮影中，人們就能夠生動地感受到中華文明源遠流長、博大精深的深厚底蘊，感受到中華民族自強不息、頑強奮進的壯闊歷程。

19世紀中葉以后，由于列強的野蠻侵略和封建統(tǒng)治的腐敗無能，中華民族陷入了喪權(quán)辱國、民不聊生的悲慘境地。面對內(nèi)憂外患，中國人民不懈抗爭，終于在中國共產(chǎn)黨領(lǐng)導下建立了新中國。新中國建立以來，特別是1978年實行鄧小平先生倡導的改革開放政策以來，中國發(fā)生了前所未有的深刻變革。從1978年到2004年的26年間，中國國內(nèi)生產(chǎn)總值從1473億美元增長到16494億美元，年均增長9．4％；進出口總額從206億美元增長到11548億美元，年均增長超過16％；國家外匯儲備從1．67億美元增長到6099億美元；農(nóng)村貧困人口由2．5億人減少到2600萬人。中國的綜合國力顯著增強，人民生活不斷改善。中國人民在繼承和發(fā)揚古老文明的基礎上創(chuàng)造了新的歷史?，F(xiàn)在，13億中國人民正萬眾一心地在中國特色社會主義道路上開拓前進。

中國已經(jīng)明確了本世紀頭20年的奮斗目標，這就是緊緊抓住重要戰(zhàn)略機遇期，全面建設惠及十幾億人口的更高水平的小康社會，到2020年實現(xiàn)國內(nèi)生產(chǎn)總值比2000年翻兩番，達到40000億美元左右，人均國內(nèi)生產(chǎn)總值達到3000美元左右，使經(jīng)濟更加發(fā)展、民主更加健全、科教更加進步、文化更加繁榮、社會更加和諧、人民生活更加殷實。我們深知，中國在相當長時期內(nèi)仍然是發(fā)展中國家，從中國有13億人口的國情出發(fā)，實現(xiàn)這個奮斗目標是很不容易的，需要我們繼續(xù)進行長期的艱苦奮斗。

為了實現(xiàn)這個目標，我們將堅持以科學發(fā)展觀統(tǒng)領(lǐng)經(jīng)濟社會發(fā)展全局。我們將堅持以人為本，從最廣大人民的根本利益出發(fā)，不斷滿足人民群眾日益增長的物質(zhì)文化需求，努力促進人的全面發(fā)展。我們將堅持以經(jīng)濟建設為中心，把發(fā)展作為第一要務，推動經(jīng)濟建設、政治建設、文化建設與和諧社會建設全面發(fā)展。我們將堅持社會主義市場經(jīng)濟的改革方向，進一步推動制度創(chuàng)新，不斷深化改革，激發(fā)全社會的創(chuàng)造活力，增強經(jīng)濟社會發(fā)展的內(nèi)在動力。我們將堅持對外開放的基本國策，建立更加開放的市場體系，在更大范圍、更廣領(lǐng)域、更高層次上參與國際經(jīng)濟技術(shù)合作和競爭。我們將堅持走新型工業(yè)化道路，著力調(diào)整經(jīng)濟結(jié)構(gòu)和加快轉(zhuǎn)變經(jīng)濟增長方式，提高經(jīng)濟增長的質(zhì)量和效益，大力發(fā)展循環(huán)經(jīng)濟，建設資源節(jié)約型、環(huán)境友好型社會，走生產(chǎn)發(fā)展、生活富裕、生態(tài)良好的文明發(fā)展道路。我們相信，只要堅定不移地走符合中國國情的發(fā)展道路，我們就一定能夠?qū)崿F(xiàn)既定的奮斗目標，為維護世界和平、促進共同發(fā)展發(fā)揮更大的建設性作用。

女士們、先生們！

中國的發(fā)展同亞洲及世界的發(fā)展緊密相關(guān)。中國的發(fā)展已經(jīng)并將繼續(xù)為亞洲及世界各國帶來合作共贏的機遇。截至2004年底，中國累計實際利用外商直接投資額達到5621億美元，批準外商投資企業(yè)50多萬個，并形成了年進口5600多公務員之家版權(quán)所有億美元的大市場。目前，絕大多數(shù)國家和地區(qū)都有企業(yè)來華投資，《財富》500強企業(yè)中已有400多家在華投資，外商投資在華設立的研發(fā)中心達700多家。隨著中國的不斷發(fā)展，中國同世界各國和各類企業(yè)的合作必將進一步擴大。中國將繼續(xù)穩(wěn)步開放市場，創(chuàng)新引進外資的形式，完善有關(guān)鼓勵和保護外商投資的法律法規(guī)，改革涉外經(jīng)濟管理體制，加強知識產(chǎn)權(quán)保護，努力為中國的對外經(jīng)貿(mào)合作和外國來華投資提供一切便利，創(chuàng)造更好的環(huán)境。

女士們、先生們！

在座各位大企業(yè)的領(lǐng)導人，是國際經(jīng)濟活動的重要參與者和推動者。長期以來，你們中的許多人及你們的企業(yè)，積極推動和開展同中國的經(jīng)濟技術(shù)合作，為中國經(jīng)濟的持續(xù)發(fā)展和中國有關(guān)產(chǎn)業(yè)技術(shù)水平的提高作出了重要貢獻。實踐證明，這種互利合作對雙方都有利。我們歡迎各位繼續(xù)擴大在中國的投資和貿(mào)易，加強同中國企業(yè)的經(jīng)濟技術(shù)合作。我相信，你們一定能夠發(fā)揮各自的企業(yè)優(yōu)勢和豐富的經(jīng)營經(jīng)驗，在推動國際經(jīng)濟技術(shù)合作、促進地區(qū)及世界經(jīng)濟發(fā)展方面發(fā)揮重要作用。讓我們攜手努力，為維護世界和平、促進共同發(fā)展作出更大的貢獻。
