一般中小型財(cái)政投資項(xiàng)目由于建設(shè)規(guī)模不大，工藝相對(duì)簡(jiǎn)單，在概算的編審過(guò)程中，其工程量計(jì)算、定額選項(xiàng)等方面的問(wèn)題就相對(duì)較少，但其預(yù)算包干費(fèi)、工程建設(shè)其他費(fèi)和基本預(yù)備費(fèi)等費(fèi)用方面，也因其投資規(guī)模相對(duì)較小，重視程度相對(duì)不夠，普遍存在計(jì)算不夠準(zhǔn)確，丟項(xiàng)、漏項(xiàng)，不按規(guī)定標(biāo)準(zhǔn)計(jì)算等方面的問(wèn)題，而且投資額接近100萬(wàn)元的施工項(xiàng)目，是否達(dá)到招標(biāo)規(guī)模的分界點(diǎn)，如果作為投資控制目標(biāo)的概算額不夠準(zhǔn)確的話，容易造成施工采購(gòu)方式上的誤判，給項(xiàng)目管理及投資控制帶來(lái)的麻煩是不言而喻的，因此實(shí)際工作中，要注意合理確定人工、施工機(jī)械、材料及設(shè)備等費(fèi)用的價(jià)格期間。

概算中人工、施工機(jī)械、材料及設(shè)備等價(jià)格采用的價(jià)格期間，一般來(lái)講要與施工圖紙的出圖時(shí)間、概算的編制時(shí)間以、項(xiàng)目立項(xiàng)及計(jì)劃實(shí)施的時(shí)間相吻合。部分項(xiàng)目由于概算編審的周期較長(zhǎng)，概算的評(píng)審時(shí)間相對(duì)后移了許多，中介機(jī)構(gòu)的個(gè)別人員往往將上述價(jià)格的期間調(diào)整為評(píng)審的時(shí)間，其做法顯然欠妥。評(píng)審及復(fù)核中均要注意與建設(shè)單位進(jìn)行溝通，了解項(xiàng)目的真實(shí)狀況，才能確定合理的價(jià)格期間。

（一）有上下限標(biāo)準(zhǔn)的費(fèi)用項(xiàng)目是否按規(guī)定計(jì)算

在我省現(xiàn)行定額章節(jié)說(shuō)明中規(guī)定“有上下限費(fèi)用標(biāo)準(zhǔn)的項(xiàng)目，在編制設(shè)計(jì)概算、施工圖預(yù)算和招標(biāo)控制價(jià)時(shí)，應(yīng)按上限計(jì)算”，實(shí)際中習(xí)慣性按中值計(jì)算的錯(cuò)誤現(xiàn)象屢見不鮮。按定額規(guī)定預(yù)算包干費(fèi)的包干內(nèi)容一般為：施工雨水、污水的排除；工程用水加壓措施；施工材料堆放場(chǎng)地的整理；工程成品的保護(hù)；施工中的臨時(shí)停水停電；日間施工照明增加費(fèi)；完工后的場(chǎng)地清理。其費(fèi)用標(biāo)準(zhǔn)為按工程量清單項(xiàng)目費(fèi)或分部分項(xiàng)工程費(fèi)為基礎(chǔ)的0~2%計(jì)算。在某植物基地的建設(shè)項(xiàng)目概算項(xiàng)目復(fù)核中，就發(fā)現(xiàn)預(yù)算包干費(fèi)率取值就是按中值1%計(jì)算的，依據(jù)該規(guī)定要求中介機(jī)構(gòu)給予更正，其工程用由767.70萬(wàn)元調(diào)整為774.93萬(wàn)元。

（二）工程建設(shè)其他費(fèi)計(jì)算是否準(zhǔn)確、全面

在《市政工程設(shè)計(jì)概算編制辦法》（建標(biāo)【2011】1號(hào)）的附錄三《現(xiàn)行規(guī)定下工程建設(shè)其他費(fèi)用計(jì)算表》中, 共列出了建設(shè)單位管理費(fèi)等18項(xiàng)通常所發(fā)生的工程建設(shè)其他費(fèi)用，每項(xiàng)費(fèi)用計(jì)算方法及指標(biāo)和依據(jù)都一一列出供參考，實(shí)際中是否都計(jì)算或增加其他費(fèi)用項(xiàng)目，應(yīng)結(jié)合工程項(xiàng)目情況和其他相關(guān)文件予以計(jì)算和確定，但不發(fā)時(shí)不能計(jì)取。

例如，在某植物基地的建設(shè)項(xiàng)目概算評(píng)審復(fù)核中，發(fā)現(xiàn)勘察費(fèi)按設(shè)計(jì)費(fèi)的85%計(jì)算，施工圖審查費(fèi)率按設(shè)計(jì)費(fèi)的7%計(jì)算，該兩項(xiàng)其他費(fèi)與《市政工程設(shè)計(jì)概算編制辦法》及相關(guān)文件規(guī)定不符，及時(shí)向中介咨詢機(jī)構(gòu)反饋情況并發(fā)出了《項(xiàng)目復(fù)核意見表》，很快也得到中介咨詢機(jī)構(gòu)的回復(fù)（見下表），按復(fù)核意見調(diào)整后，其工程建設(shè)其他費(fèi)用由111.75萬(wàn)元調(diào)整為91.95萬(wàn)元。

一般情況下，如工程咨詢費(fèi)、地質(zhì)災(zāi)害危險(xiǎn)性評(píng)價(jià)費(fèi)等具有明顯行業(yè)或地區(qū)特征的工程建設(shè)其他費(fèi)用項(xiàng)目不是每個(gè)項(xiàng)目都發(fā)生，各部門及地區(qū)一般都有補(bǔ)充辦法，平時(shí)就要注意積累相關(guān)資料，避免遺漏。大多數(shù)概算的工程建設(shè)其他項(xiàng)目費(fèi)用，送審時(shí)費(fèi)用項(xiàng)目都比較齊全，但也有個(gè)別項(xiàng)目對(duì)諸如招標(biāo)服務(wù)費(fèi)、施工圖審查費(fèi)等項(xiàng)目容易漏項(xiàng)或誤扣，也要引起足夠的重視。

（三）基本預(yù)備費(fèi)是否按規(guī)定計(jì)算

基本預(yù)備費(fèi)是指在設(shè)計(jì)概算中難以預(yù)料的工程和費(fèi)用，其主要用途為：在進(jìn)行初步設(shè)計(jì)、技術(shù)設(shè)計(jì)、施工圖設(shè)計(jì)和施工過(guò)程中，在批準(zhǔn)的建設(shè)投資范圍內(nèi)所增加的工程和費(fèi)用；由于一般自然災(zāi)害所造成的損失和預(yù)防自然災(zāi)害所采取的措施費(fèi)用；在上級(jí)主管部門組織竣工驗(yàn)收時(shí)，驗(yàn)收委員會(huì)（或小組）為鑒定工程質(zhì)量，必須開挖和修復(fù)隱蔽工程的費(fèi)用，目前市政工程基本預(yù)備費(fèi)率為工程費(fèi)與工程建設(shè)其他費(fèi)之和的5%~8%，其取值按工程具體情況在規(guī)定的幅度內(nèi)確定。

二、預(yù)（結(jié)）算項(xiàng)目評(píng)審復(fù)核

（一）復(fù)核施工圖預(yù)算的暫列金額的是否符合規(guī)定

其他項(xiàng)目費(fèi)中的暫列金額按規(guī)定應(yīng)該計(jì)入工程造價(jià)，但不為承包人所有，工程結(jié)算時(shí)按合同約定計(jì)算，剩余部分仍歸發(fā)包人所有。招標(biāo)控制價(jià)和施工圖預(yù)算按分部分項(xiàng)工程費(fèi)的10~15%，用于合同簽訂時(shí)尚未確定或不可預(yù)見的所需材料、設(shè)備、服務(wù)的采購(gòu)，施工中可能發(fā)生的工程變更、合同約定調(diào)整因素出現(xiàn)時(shí)的工程價(jià)款調(diào)整以及發(fā)生的索賠、現(xiàn)場(chǎng)簽證確認(rèn)等的費(fèi)用。

How time flies! I have studied in my school for three years. And I will graduate from middle school in a month. I am eager to share my happiness and sadness with you. I had so many memories in three years’ life. One of them impressed me very much. I still remember, when I began to learn English, I found it too difficult. No matter how hard I tried, I still couldn’t do well in it and almost gave it up. As soon as my English teacher found my problem, she had a talk with me about how to learn English well. Since then, she has kept helping me. Little by little, I’ve become interested in English and I’m good at it. I think I am so lucky to become one of her students. I’ve learned a lot from her. I will try to help others when they are in trouble. I think it is a happy thing to help others.
